Ashley Cole, Michael Ballack and Didier Drogba kept Carlo Ancelotti's Chelsea three points clear at the top of the Premier League with 18 points from six as the Blues maintained their perfect start against a Spurs side which has now lost twice in a row.
Leftback Cole scored with a diving header in the 32nd minute and Ballack scrambled the ball home in the 58th after Drogba's initial shot had been saved. Drogba rolled the ball into an empty net in the 63rd after outpacing Vedran Corluka.
Man City manager Mark Hughes saw his side come back three times at Old Trafford to make it 3-3 going into injury time and was furious at the amount of time added on by the officials before Owen scored the winner.
Wayne Rooney's second minute goal was canceled out by Gareth Barry after United 'keeper Ben Foster had lost possession on the edge of his area to City's Carlos Tevez, who was playing against United for the first time since his offseason move.
Darren Fletcher regained United's lead with a header but Craig Bellamy equalized again with a drive into the roof of the net. After City goalkeeper Shay Given had blocked two headers from Dimitar Berbatov and a shot from Ryan Giggs, Fletcher made it 3-2 in the 82nd only for Bellamy to punish a blunder by Rio Ferdinand to make it 3-3 in the 90th.
But Owen was left unmarked to score the winner from Ryan Giggs' pass.
Louis Saha scored twice as Everton outplayed Blackburn 3-0 to move out of the relegation zone and Wolves beat Fulham 2-1 with goals by Kevin Doyle and David Edwards.
