President Clinton will not throw out the traditional first ball at the start of the season if teams are using replacement players for striking Major Leaguers, the White House announced yesterday. Meanwhile the labour secretary, Robert Reich, said the government had done all it could to settle the strike and it was up to players and team owners to reach an agreement.
