LONDON (Reuter) - Britain said yesterday that Libya must comply fully with UN demands to hand over two suspects in the 1988 bombing of a Pan Am jet over Lockerbie. The Foreign Office statement came after Colonel Muammar Gaddafi said he did not believe he was obliged under UN resolutions to hand over the suspects to face trial in Britain or the United States.
