George Bush and Tony Blair were accused of "moving the goalposts" over Iraq's weapons of mass destruction yesterday after the team hunting for evidence said it would focus on Saddam Hussein's "intent" to produce them.

Charles Duelfer, a CIA special adviser who took over as the group's head in January, said in his report: "We must determine what Saddam ordered, what his ministers ordered, and how the plans fit together."

Sir Menzies Campbell, foreign affairs spokesman for the Liberal Democrats, said: "Students of language will note the way in which Washington and London are sidling away from the rhetoric of last year. They are engaged in a not so subtle exercise of moving the goalposts."
