Western diplomats expressed disappointment over the veto, saying it seemed to break a Mexican government pledge won by US President Bill Clinton last month.
Prospects now appeared dimmer than ever for a breakthrough during the session of the 61-member Conference on Disarmament which ends on 27 June.
