In London, a Foreign Office spokesman said Libya was expected to comply fully with all UN security council resolutions regarding the affair, and hand over the two suspects for trial in Scotland or the US. Libya's reported offer appears a ploy to persuade the UN sanctions committee to ease the embargo before its meeting on 13 August.
