The International Monetary Fund has reached an agreement with the government of Kenya to tackle corruption and improve governance which, if implemented, would allow resumption of a crucial multi-million-dollar loan. But before the $220m (pounds 140m) loan could be released the government of President Daniel arap Moi must act on a series of tough IMF conditions - something it may find difficult in an election year.
