Haiti investigated
The United Nations ordered a team of human rights observers to investigate an army massacre of up to 28 slum dwellers and fishermen in Haiti, AP reports from Gonaives, Haiti. In Washington, the US envoy to Haiti, Lawrence Pezzullo, resigned as the administration pursued a tougher policy towards Haiti's military rulers.
