The European Union finished negoatiating the terms of membershipwith Austria, Finland, Norway and Sweden, paving the way for them to join on 1 January, AP reports from Brussels. The 12 EU members removed the final obstacle when they overcame an acrimonious dispute with Britain over voting rules in the expanded union.

'It's all over,' said the Austrian ambassador, Manfred Scheich, at EU headquarters. Sweden, Finland and Norway followed soon afterwards.
