BRASILIA (Reuter) Brazilian investigators have discovered a 'parallel political structure' of businessmen and politicians fuelled by billions of dollars in kick-backs for government contracts.
The congressional report was based in part on documents seized at the homes of managers of the giant Norberto Odebrecht construction company. Globo television said the papers showed 36 per cent of federal public-works funds were earmarked for companies and legislators involved in the scheme. Odebrecht has denied improper conduct.
