Brussels - Belgian legal authorities have opened an investigation into the awarding of building contracts for the gigantic new European Parliament building here, writes Andrew Marshall. The venture has been dogged by controversy. A report by John Tomlinson, Labour MEP for Birmingham West, pointed to a number of errors in the way the contracts were awarded.

"There is evidence of maladministration," said Mr Tomlinson yesterday. "Some of the maladministration could have led parties to the contract to benefit." But he added he had seen no evidence that this had been the case.
