The Deputy Prime Minister will use a speech tomorrow to insist there will be "no profit-seeking within our state-funded education sector". He will also hail a Lib Dem victory with all future free schools being permitted only in deprived areas or those in need of places. Admission codes are also to be rewritten to prioritise pupils on free school meals. Mr Gove had ruled out profit-making schools before the election. By the end of this month, 24 new free schools will be open.
A source close to Mr Clegg said: "Nick has had to fight hard for these changes. He believes in free schools but only if they're fair."
