Bunhill: Playing a mugs game

SPOTTED on the office wall of Professor Alan Budd, chief economic adviser at the Treasury: two mugshots in a home-made parody of the old Private Eye joke. Bunhill has got out the scissors and paste to produce a replica (above). He wonders if by any chance they are related.
