Sir: The leakage from water mains was well-known to the last Labour Government 20 years ago, when the Price Commission reported on the (nationalised) water industry.
They did nothing, for reasons which still hold good today - it is only an estimate, the leaks cannot be found, and replacing all the pipes would cost consumers too much. For Labour to attack the now-privatised water industry over leakages smacks of vote-catching hypocrisy.
