In order to obtain passports for my two daughters, I picked up applications from my local branch of Lloyds Bank. (I understand applications are now available at some travel agencies also.) I posted both applications on 17 March. One passport was received on 27 March, the other on 31 March.
This was remarkable service, especially as my daughters' situation is not straightforward in that I am not a British citizen and the children have dual nationality.
